1. Policy Statement

MBK Security Group Australia (“MBK”) is committed to fostering economic empowerment and reconciliation with Australia’s First Nations peoples. This policy formalises our dedication to increasing procurement opportunities for Aboriginal and Torres Strait Islander-owned businesses, supporting sustainable community development, and promoting inclusive economic growth.

2. Definitions

  • Aboriginal Business: A company at least 50% owned and controlled by Aboriginal and/or Torres Strait Islander peoples, verified by Supply Nation, Kinaway, or similar certification bodies.
  • Procurement: The sourcing of goods, services, and works (e.g., security equipment, consulting, IT services, facility maintenance).

3. Objectives

  • Achieve 3% of total annual procurement spend with Aboriginal businesses by 2026.
  • Engage at least 5 new Aboriginal suppliers by 2027.
  • Build long-term partnerships that support skills transfer and capacity building.

4. Scope

Applies to all procurement activities across MBK Security Group Australia, including:

  • Operational contracts (e.g., security technology, uniforms, vehicles).
  • Professional services (e.g., training, legal, marketing).
  • Subcontracting opportunities for security projects.

5. Implementation Framework

a) Supplier Identification & Registration

  • Maintain a register of certified Aboriginal businesses via:
  • Supply Nation, Kinaway, or local Aboriginal Chambers of Commerce.
  • Direct engagement with community enterprises.
  • Prioritise Aboriginal businesses for quotes where capability aligns with requirements.

b) Procurement Process

  • Tenders under $100,000: At least one Aboriginal business must be invited to quote.
  • Tenders over $100,000: Aboriginal participation criteria weighted at 10% in evaluation.
  • Flexible Contracting: Split large contracts to enable Aboriginal supplier participation.

c) Capacity Building

  • Mentor Aboriginal suppliers (e.g., tender writing support, flexible payment terms).
  • Collaborate with industry bodies (e.g., Supply Nation) for supplier development programs.

d) Partnerships

  • Seek joint ventures with Aboriginal businesses for government security contracts.
  • Sponsor Aboriginal career pathways in security (e.g., traineeships, scholarships).

6. Responsibilities

  • Leadership Team: Allocate resources, review targets annually.
  • Procurement Manager: Implement policy, track spend, report outcomes.
  • All Staff: Identify and report opportunities for Aboriginal supplier engagement.

7. Reporting & Review

  • Quarterly: Track spend with Aboriginal suppliers and report to leadership.
  • Annually: Publish outcomes in MBK’s Reconciliation Action Plan (RAP) and review targets.
  • Transparency: Report progress on company website and to stakeholders.

8. Non-Compliance

Failure to adhere to this policy may result in:

  • Mandatory reconciliation training.
  • Review by the Leadership Team with corrective actions.
